US state CIOs want new IT operating model
The US National Association of State CIOs (NASCIO) is advocating for the introduction of a new ‘multisourcing’ operating model for the delivery of IT services for government.
NASCIO has released the first research in a planned series on the topic of multisourcing, which aims to bring together multiple internal and external service providers under a unified model.
A key role in the multisourcing operating model is the Multisourcing Service Integrator, which oversees the delivery of integrated end-to-end services.
The inaugural research found that 64% of state CIOs see their roles evolving to become a broker of some externally provided services while continuing to directly provide other services.
A further 16% already function primarily as a broker of services and 20% see themselves doing so in the future.
“States are advancing in their service and technology portfolios to include a wide variety of partners, technologies and underlying architectures,” commented Dr Craig Orgeron, co-chair of NASCIO’s Enterprise Architecture & Governance Committee.
“We have to employ a new operating model that will provide the critical capabilities for effectively organising and managing these elements, so they can be orchestrated to deliver a set of coordinated solutions across the state government enterprise.”
The final NASCIO report on migrating to a multisourcing model is expected to be released in October.
